最近の国際情勢を見ると、欧州も中近東も戦争が絶えることはなく、そして次はアジアかと各国が身構えている状況にある。
日本は、中国が武力で台湾を併合するのではないか、その際に日本の領土に侵入してくる恐れが十分あるとして、与那国島、石垣島などの南西諸島の守りを強化している最中。
中国は、台湾との統一は中国の最優先の課題とし、武力行使も辞せずとして、台湾周辺に艦艇を多数送り、台湾を取り囲んだ軍事演習を行い、周辺諸国に対してにらみを利かせている。
アメリカは中国の国力増強に警戒心を持ち、台湾問題は中国の問題であるとして中立の立場を取っているが、台湾への武器輸出を行い、中国をいらつかせている
。
このように三者三様にそれぞれ国内問題をかかえながらも、大きな近い問題として、各国の首脳を悩ませている。
当然のことながら、この３か国共に戦争に巻き込まれることは避けたい、戦争を歓迎する国民はいない。こんな時に何をすべきか、皆で真剣に考える必要がある。
一つの方策がお互いの緊張を緩和する文化交流である。映画でも、アニメでも、歌でも、ダンスでも、何でも適切と思われるものを適切なタイミングで持ち込む、相手が嫌がっても、とにかく始めることが大切で、誰が何をするかはそれぞれの担当部署で考える。
文化交流の重要性は、台湾有事の発言問題が出てきた時に、中国がすぐに、パンダの引き揚げ、日本への旅行者数の削減、日本からのエンターテイナーの訪中の中止などが出てきたことからも分かる。
緊張緩和の方策には、これこそ自分の得手であるというベテランがいるので探せば必ず出てくる。探す努力が今必要とされている。

Japan, the U.S., and China
Looking at the recent international
situation, conflicts never cease in Europe and the Middle East, leaving nations
on edge, wondering if Asia will be next.
In Japan, there are deep concerns
that China might annex Taiwan by force, which could very well lead to an
incursion into Japanese territory. Consequently, Japan is currently in the
process of reinforcing its defenses in the Nansei Islands, including Yonaguni
and Ishigaki Islands.
Meanwhile, China views unification
with Taiwan as its highest priority and has not ruled out the use of military
force. It has deployed numerous naval vessels around Taiwan, conducting
military exercises that surround the island to exert pressure on neighboring
countries.
The United States remains vigilant
against China’s growing national power. While maintaining an officially neutral
stance by stating that the Taiwan issue is an internal matter for China, the
U.S. continues to export weapons to Taiwan, fueling China’s frustration.
Thus, while all three nations
grapple with their respective domestic issues, this looming regional crisis
weighs heavily on the minds of their leaders.
Naturally, none of these three
countries wants to be dragged into a war; no citizen welcomes such a conflict.
At a time like this, we must all seriously consider what needs to be done.
One viable approach is cultural
exchange to ease mutual tensions. Whether through movies, anime, music, or
dance, we should introduce whatever is deemed appropriate at the right timing.
The most important thing is to just get started—even if the other party shows
reluctance. As for who does what, that can be determined by the respective
government ministries.
The importance of cultural exchange is evident from the fact that when
issues arose regarding statements on a Taiwan contingency, China immediately
took measures such as recalling pandas, reducing the number of tourists
to Japan, and canceling visits by Japanese entertainers to China.
There are certainly seasoned
experts out there who excel at diffusing tensions. If we look for them, we will
surely find them. What is truly required of us right now is the effort to seek
them out.
